Judge Halpin is not an attorney. He became a certified peace officer for the State of Colorado after attending the Colorado State Patrol Training Academy in 1989. He became a technician and a certified accident investigator and reconstructionist. He retired from the State Patrol and went to work for the Custer County Sheriff as a supervisor who oversaw court security. He worked in the courts for more than 14 years and retired after 34 years in law enforcement.

He was sworn in as the Custer County Judge on December 1, 2022. It is a part-time position, and he presides over civil, criminal, misdemeanor, traffic, small claims and infraction cases.

State evaluation (Colorado Commission on Judicial Performance): 2026: meets performance standards (vote 7-0).

We searched the Colorado Court of Appeals’ weekly announcements from June 1, 2023 to October 22, 2026 and found no decisions on this judge’s rulings. This is not a grade: only appealed rulings appear in those announcements, and a judge with few appealable rulings, or one appointed recently, will often have none.
