Judge Kotlarczyk received his undergraduate degree from Drake University and his law degree from Georgetown Law. He worked in private practice at Davis Graham & Stubbs LLP and Reilly Pozner LLP. He then entered public service as a Senior Assistant Attorney General and Assistant Solicitor General in the Colorado Attorney General's Office.
He was appointed a District Judge in October 2024. He also serves as an adjunct professor at the University of Colorado Law School, teaching trial advocacy.
